POPPI–PANSI brings together two established national information systems to support evidence‑based planning for adult social care in England.
Developed by the Institute of Public Care (IPC) at Oxford Brookes University and supported by Partners in Care and Health, POPPI–PANSI provides consistent, comparable projections of population need to help local authorities, commissioners, analysts and providers understand how demand for care and support may change over time.

Focuses on people aged 65 and over, with projections relating to:

Together, they provide a joined‑up view of adult social care needs.
The system uses Office for National Statistics (ONS) population projections, combined with prevalence rates drawn from research and administrative sources, to estimate how many people may experience particular circumstances or needs in each local authority area.

They are not forecasts of what will happen, but scenarios based on current trends. Many users actively use POPPI–PANSI to help plan changes intended to avoid the outcomes shown.
