Projecting Adult Needs and Service Information

Population insights to support adult social care planning

POPPI–PANSI brings together two established national information systems to support evidence‑based planning for adult social care in England.

Developed by the Institute of Public Care (IPC) at Oxford Brookes University and supported by Partners in Care and Health, POPPI–PANSI provides consistent, comparable projections of population need to help local authorities, commissioners, analysts and providers understand how demand for care and support may change over time.

What the system covers

POPPI–PANSI combines:

POPPIProjecting Older People Population Information

Focuses on people aged 65 and over, with projections relating to:

  • Population change and ageing
  • Health conditions and long‑term illness
  • Daily living needs, self‑care and support
  • Dementia, falls, disability and unpaid care

PANSIProjecting Adult Needs and Service Information

Focuses on adults aged 18–64, including projections for:

  • Learning disability and autistic spectrum disorders
  • Physical and sensory impairment
  • Mental health conditions
  • Alcohol and drug use, and other support needs

Together, they provide a joined‑up view of adult social care needs.

How the data is used

The system uses Office for National Statistics (ONS) population projections, combined with prevalence rates drawn from research and administrative sources, to estimate how many people may experience particular circumstances or needs in each local authority area.

These projections:

  • Support strategic planning and commissioning
  • Inform Joint Strategic Needs Assessments (JSNAs)
  • Provide a shared evidence base for market shaping and service design

They are not forecasts of what will happen, but scenarios based on current trends. Many users actively use POPPI–PANSI to help plan changes intended to avoid the outcomes shown.
